The manufacturer produces to your spec and supplies production documents. The brand owner or importer handles registration, labeling and legal sale in the country of sale.

Requirements differ widely between the EU, the UK, the US and the Middle East, and they change. Before you place an order, decide which market you are launching in, confirm what that market needs from a regulatory advisor, and give your manufacturer the labeling and documentation requirements in writing.

Be careful with suppliers who promise that a factory is approved by a regulator in a blanket way. Ask what exactly was granted, to whom, and for which product.

What to ask before you sign with a pouch manufacturer

Choosing an OEM partner shapes your product quality, supply reliability and margins. A short list of questions helps you compare factories on facts instead of promises.

Ask about certifications and the quality system, such as GMP or ISO. Ask what the minimum order is per flavor, not only in total, because that decides how much you can test at launch. Ask how sampling works and how long production takes after approval.

If you plan a custom flavor, agree in writing who owns the recipe. Finally, ask which documents the factory can supply for your target market. A good partner answers all of this clearly before you place an order.

Slim, Large or Mini: choosing a pouch format

The pouch format changes how your product feels and who it appeals to. Slim pouches are thin and discreet and are the common choice in North America. Large pouches are fuller and give a stronger feel with more room for flavor. Mini pouches are small and light, which suits newer users.

Many brands start with one format, test it in the market, and add a second once they know how customers respond. Because the minimum order applies per flavor, a focused range keeps your first order manageable.
